Roaming abroad

Bought a roaming pass to go abroad. Phone did not work, could’nt phone out or receive calls. Had to rely on wifi. Why was this? Not enough data?

To add, billing add-ons are just that. It is the roaming facility which enables your phone to connect to foreign networks - the process to enable international roaming differs between PAYG & pay-monthly.
