Every operator is free to price their services as they see fit. Although 75% of MNOs do charge for EU roaming.
Some MVNO's don't, but they naturally tend towards the budget end of the market.

It's a free market, sadly. I'm with O2 - 25Gb free EU roaming. Simple. It's my wife who has the EE account. They don't make it easy. We may travel to the USA next year. This will take me down a different path of 'optimising' the two accounts. They make it complicated to make money out of folk who don't have time to read the small print.

The free market comment is accurate - this also applies to how the various operators provide service in the UK, there are major differences between all 4 MNOs.
Interestingly, the last post mentions a 25Gb FUP on free EU roaming with O2. EE's FUP on "flat-rate" EU roaming is 50Gb.

At least life may become slightly simpler when 4 become 3. I refer to the proposed merger of Three and Vodafone. Incidentally, my elderly mother has Vodafone, so I'll have 'all 3' in my 'portfolio' 🙂
