So what is the get out clause there must be a way to activate from abroad surely?

If you travel abroad without enabling international roaming, then you do create a catch-22 scenario. EE have no published email contact.
You can contact EE CS from any working phone on +44 7953 966150, or by calling +44 800 0798586 from a web-calling app such as Skype. If you have a WiFi-connection, Skype should be usable.
The easiest method to enable roaming on a pay-monthly SIM is always to text ROAMING to 150 before leaving the UK.
