I am travelling to Singapore and, as ever, EE don't give any sensible options for using your phone abroad! I have a Vodafone work phone as well and planning to use it there. If I divert my EE calls to Vodafone, am I going to be charged for this by EE?

Yes, you'd be charged for the diverted leg of the call at normal roaming rates.

@Katerina72 I'm going to have to disagree with @James_B, as you are diverting your EE Number to a UK Vodafone Number, so as far as EE are concerned there is no Roaming or any additional Call Charges involved (Assuming you have Inclusive or Bundled Calls to other UK Numbers).
By diverting your EE Phone to another UK Vodafone Number (07xxx xxxxxx) is a UK to UK Call, any Roaming Charges involved if the UK Voda is Roaming is taken care by or charged to you by your Vodafone Account.
By the way (unless things have changed) if your Vodafone Works Phone is on a Vodafone Business Account it may be possible to request the actual Voice Mail Number (normally something like 121 or 07836 121121) and get the actually VM direct Number then divert your EE to the Vodafone VM directly should that help you, something I do myself whist Roaming.

On a general point, EE offer voice-call & text bundles for Singapore at "reasonable" rates, although data can't be considered the same way. 120 texts are £7.82, 60minutes are £13
I concur that if the call divert is performed in the UK, no roaming charges are incurred. The divert will be charged as a UK EE > UK VF call (including bundle usage if appropriate), and if the EE phone doesn't leave the UK, there are no roaming costs.
