I have the relevant contract for data roaming but phone won’t work . Only just arrived . Cannot get through to customer services of my friends phone

The relevant check to use any pay-monthly phone abroad, is that roaming is enabled on your account. Data roaming is just a facility on your phone that, if it's connected to a foreign network, data use is allowed.
To check whether the ability to connect to foreign networks is enabled on your account, login to your myEE online account or app, and navigate to "parental & data controls". Check the following 2 options are enabled
1: "International roaming"
2: "Call abroad & Premium rate"

Are the two options showing enabled?
If yes: Then roaming is enabled on your EE account and I would recommend restarting your phone and/or selecting a local network manually
If no: You will need to contact EE CS to enable the roaming facility. You can do this either from another working phone, via a webchat session or a web-calling app.

If you can't enable the Roaming Abroad and the Call Abroad & Premium Rate settings of your online MyEE, you will need to call CS. Try calling CS on the Freephone no. in my sig. via Skype over WiFi. It should be free.
