How can you actually speak to a customer adviser?! Trying to understand why my calls are blocked when dialling to an abroad number. Spent 30 minutes on the phone the other week added roaming, calls to international numbers, removing spend cap but still difficulties. When i call 150 I keep getting passed around the various options and can’t actually speak to anyone. This issue happened with anyone else? Deeply frustrating. Any tips on How can I resolve?

If your spend cap has been removed or lifted appropriately, an international call bar is often a setting in your phone's menu. On Android for example, it's under Phone > Settings > Supplementary Services > Call barring.
Perhaps it would be helpful to explain exactly the symptoms you are experiencing, and exactly what's been tried so far. That way, the community can offer informed advice - and potentially save you the need to call CS.
