So I arrived in Portugal this morning and had no notified action from EE as I would usually. I have no signal and can only use my phone whilst on WiFi. I have followed all steps such as rebooting phone, I turning off automatic network and I get nothing. I can't even call customer services

When you say "as I would usually", do you mean you have used this phone abroad before?
The advice does depend largely on whether you have, the symptoms you describe are consistent with roaming not being enabled.
