My phone bill is way too high a month

@Lianne323  Your only paying what you agreed to pay each month including the yearly price increase for the duration of that contract. 
If you have any out of allowance charges your bill will show these.  your can’t lower your tariff to a cheaper one until your within your upgrade period.   If you are struggling financially to pay the bill you will need to call customer support and explain your situation.
