@Warehouse786 Are you on contract or PAYG ? If on PAYG do you have credit to pay for this call and if you’re on contract have you got premium rate numbers enabled on your account. You should just have to text ROAM to 150, or alternatively, call customer services to have this enabled.

Are you currently in the UK or are you roaming abroad?
If in the UK, and you can call other numbers, then it's likely your "call abroad & premium rate" option is disabled which CS can amend.
If you're abroad, then the first check is whether you have coverage of a local network and if you can call other numbers OK.
