What makes you think you've blocked an individual from leaving voicemail? I don't believe that's possible.
You can block individual numbers from ringing, by using your phone's call blocking function. This can be remedied by unblocking the number.
You can disable your voicemail from accepting message deposits, but this will affect all callers and not discriminate.
