If you've not enabled the roaming facility which allows your phone to connect to foreign networks, and you are now abroad, you will need to contact EE C/S from another phone or via a web-calling app. This assumes you are on pay-monthly.
If you have roaming enabled and are able to connect to a foreign network, data roaming is just a phone setting that allows you to use data over that foreign network.
