Might be worth calling 150 from your phone and speaking to customer care.
Sounds like there's an outbound call barring on your line. When you say you're able to message, is it over the internet (like iMessage or WhatsApp) that relies on data rather than physical text? If yes, are you connected to wi-fi as that may be why it's working.
Sure customer care will be able to get to the bottom of this and sort for you 👍
