Currently working offshore North Sea in UK sector , and trying to use the Tampnet network . No data or texts will come through? Is there a setting that needs to be changed? I have roaming switched on , using Iphone 12. The phone shows full signal bar and 4g but no data in or out . Tampnet say that EE is a roaming partner

yes it worked before , and received a welcome text on first connection. this was last year though.
Once roaming is enabled, then unless you specifically request it cancelled, it remains active. The welcome text message can only arrive by virtue of being connected to a mobile network - thus roaming is proven.
That can only leave a local/roaming network issue, or interworking between Tampnet & EE.
As for the question of which country you're in, all mobile networks globally use an MCC/MNC (Mobile country code/Mobile Network Code) to uniquely identify themselves. A quick Google suggests Tampnet use a variety, which would be consistent with operating across multiple regions. Only if they use a 234-MCC could they be classed as UK-based.

Any suggestion for a solution?

Being offshore I appreciate troubleshooting is limited - do other users on the same network have any issues? I presume Tampnet have a monopoly on coverage there, but if not - try selecting alternative MNOs in your phone's manual network search mode.
Contacting EE CS to have an investigation raised, is your ultimate next course - You can either contact +44 7953 966150 from another working phone, or +44 800 0798586 using a web-calling app such as Skype over WiFi.
