Double charging for calls

I have two phones on my account, one of which someone else controls. They send text messages to Ireland - I don’t. However we both get charged for the same text messages. Is this legit? Should I be refunded?

@JohnR9 : No, that shouldn't be! However the other person only uses the other phone. You are the A/c holder & owner of the phone they are using. As such, their chargeable calls & texts will appear on your bill but only once each.
