I take it you are on a monthly contract and not pay as you go? If on a monthly contract, did you activate roaming on your account?
Pay as you go is automatically enabled.
Adding roaming for £15 does not enable roaming on your account, you will have to do this for it to work.
You will have to either use another phone to get this activated or if you have Skype, you can ring customer service for free to get it activated, there is no other way:
