You get charged the same as if you aren't using Wifi Calling, so yes. Wifi calling is just a way to make calls whilst in the UK that avoids using a mobile signal. The call costs are the same however you make a call.

Wifi Calling is meant to be a UK Only service and should not work abroad however it does sometimes if it hasn't correctly located you. You should expect to pay international rates if this happens. You might get lucky and EE won't pick up on it, but you may not. If you make a call from anywhere, you should expect to pay the normal rate for it.
