Cut off when abroad after inexplicable text

I received a text saying that I had been barred from using my phone abroad (where I am for work, France) because of my spend cap. I have free calls and texts etc because I have a pre-Brexit account so the spend cap should not be relevant. Nevertheless, I've increased my spend cap but still am unable to make calls. I am completely cut off - can't even call EE!!

Thanks Shockwave. I work in France abut 10 weeks a year and pay by contract. I eventually got the solution by my wife (whose phone is on the same a/c) phoning ee and getting a member of staff to call me. They did so and suggested turning my phone right off and restarting. I had to do this rtwice but in the end it re-set my cap and now all works fine. Thanks for the Skype tip. Useful for next time - but hope there won't be one!
