I’m with EE on Full Works Plan.
When I visit countries which are in my inclusive roaming list such as China, I can use the data but I cannot call anyone in the UK or in China.
I’ve contacted EE and they said that’s because my spending cap is zero so I cannot call abroad.
It reminds me when I was in the USA last year which is also in the inclusive roaming list and I was charged for calling in the USA and I disputed that charge later.
So I assume EE would always charge you when you are abroad no matter what your plan is and you have to manually dispute the extra charge for those who got a roaming pass or Inclusive roaming extra.
*But I do not have similar issues when I’m in Europe.

@wwwayne , whenever I have been abroad, I have not been charged for making or receiving calls, if that were the case, many would have complained by now.
When did your full works plan start? If before 29th August 2024, then it will not be included automatically, you would have to add it as an extra, but if from 29th August 2024, then it will automatically be included.

HiIt was on 24 August 2024.When I tried to make a call in China, there was a voice that said it’s not possible to xxxx (can’t hear it clearly).And I cannot call any UK number in China as well. The only number I can call is 150.

I’ve complained about it after I went back to the UK, and the technical support suggested that I turn off my spend cap.

I wouldn't necessarily assume that lifting your spend cap from zero will result in call charges being imposed.
Sometimes the billing system will prioritise the spend cap above the "inclusive" element and prevent (what would otherwise be) chargeable calls being made. Having some headroom in the spend cap should work around this quirk, while the inclusive-element of your plan prevents any actual charges from being imposed.
