Block witheld numbers but give them a msg

Can EE settings mean I can block witheld numbers but instead of it ringing out to VM so they leave a msg from a call I have not seen..... That they get a msg saying.. We're not connecting witheld numbers..

Rather than my handset blocking the call but still Letting them Leave a VM?

@J8ird   As it’s device based not network based you might want to ask your device manufacturer.

Any call divert you set, or voicemail greeting that you record, will apply to all incoming calls regardless of caller.

In addition to blocking an individual caller, which will cause all their calls to go direct to voicemail, some phones (I know Android does, and pretty sure iOS has the option) let you configure a text message response to an incoming call.

You could feasibly configure this to do what you want.
