Whenever I’m on the network while out and about I cannot accesss my apps fully more notable with social media sites x and other content states temporarily unavailable. Is this a networking issue or my settings. I have roaming on and carrier on . Any advice

Roaming means using your phone whilst abroad, it has no relevance here. Your symptoms are consistent with a content lock being set to moderate or full-on.
