Just to add some background, the land will need a landlord willing to engage in a legal agreement, have a solution for electric supply and a few other dependencies, all of which can be surveyed for.
It's not an application process as such, but the forum team can often take details for passing onto network planning. If and when there are plans for a new site in a given area, then interested landlords can be included in surveys.
