Can you be more specific about "everything" that you've done so far?
If a phone has coverage issues in multiple areas, it's more likely to be a device issue.
If multiple phones have issues in the same area, it tends towards a network issue.
If it's unclear whether an issue is phone or SIM-related, a 2way SIM-swap is a good test.
