Frozen Cookies?

This morning I started to experience problems with the internet connection on my mobile phone (Nokia C21+).  Have a PAYG 8G monthly plan which is currently boosted to 20GB and I have plenty of data left. No known coverage issues in the area.
Mobile data and wi-fi signals all in order, but as soon as the 'manage cookies' screen comes up, no matter which bookmarked website I use, or whether simply in any browser home page (Google, Yahoo, Bing etc) the screen freezes. Can't scroll down, selecting any 'reject all' or 'accept all' buttons has no response. 
Have cleaned the screen thoroughly, logged out of internet, even turned off the phone and restarted, but no success. Been through the settings but can't see anything out of the ordinary. Am not a complete luddite but there must be something simple I've not spotted. 
Anyone solved this before?

........ and no sooner had I posted this (via laptop) than the problem's disappeared and everything seems to be working again. 
Am still interested to see if this is a common problem and how to resolve it should it happen again!

I haven't come across this particular issue before. 

I'm happy to hear it's no longer happening, but please let us know if it happens again.
