You are not charged for receiving voice calls in the UK & if the call is over WhatsApp it will be using your data allowance.

"Calls" made using apps such as WhatsApp, Messenger & suchlike are not carried through the mobile network or handled by your phone as calls - they're just data usage.
When call charges refer to "voice calls", they mean those directly dialled and received via your phone's dialler.

Basically, when you are in the UK you are not charged for receiving calls from anywhere, be they normal voice calls or calls over a data app like WhatsApp.

Receiving a voice call in the UK is free of charge.
Using an app such as WhatsApp or Messenger - regardless of what you're doing in the app - is classed as data usage and will be deducted from whatever data bundle you have.
The end result is probably zero charge, but is a distinction to be aware of.
