I have 200GB per month 4G EE mobile and will be traveling in the USA, and later in France. Will there be extra charges to use my 200GB beyond my standard monthly payment to EE for service?? Will GBs be used at a faster rate?

Are you on contract or PAYG?
As USA is not in EU, if you are on contract, you may use your usual UK allowances there with up to 50 GB data per billing month if you have more, when you buy for £11.40 / month or have already as a Smart Benefit the Roam Abroad Pass or you have an EE Max Plan. Otherwise you will need to pay the charges or buy roaming add-ons as set out in https://ee.co.uk/help/help-new/roaming-costs/countries/usa.
You may use your usual UK allowances in the EU with up to 50 GB (contract) or 25 GB (PAYG) data per billing month if you have more. If on contract & your contract started after 07/07/2021 there'll be a £2 / day charge for using your UK allowances in EU or alternatively you may buy the Roam Abroad Pass for £11.40 / month charged pro-rata. There are no extra roaming charges for PAYG.
If you are on contract, remember to text ROAMING to 150 before you leave UK to ensure roaming is enabled on your account.
