Can I transfer my mobile details so my neighbour can use my old mobile device.

Have just updated my mobile broadband device to another EE mobile broadband device and want to hand over my old device to a neighbour so they can use it in their caravan.

Yes, it is yours to do as you like. If you want to hand it over to someone else you should get it unlocked from EE if they are not themselves on EE.
