I recently took out a contract which stated £30 upfront and £34 a month but my bill is showing £66? Does this encounter the £30 I already paid?

It shouldn't do. Didn't you pay the £30 by card upfront at PoS?
You bill probably consists of £32 in arrears for the period from when you started to your billing date + £34 in advance for the coming month.
