Hi my 4GEE wifi has been working fine, then suddenly It wont connect to internet. I have tired a soft reboot by pushing pin under device but it does not help. I cannot do a hard reset as i cannot access the IP http://192.168.1.1/ and log in as admin it either says site couldn't be reached or no internet etc.
any ideas ?

Look at http://add-on.ee.co.uk/status from a device connected to your mobile router by WiFi to see your data & credit status.

I have unlimited data. I just tried to connect a device and it said unable to connect to your DHCP server

That is very useful information.
The DHCP server is responsible for handing out IP addresses to your devices. An IP address is like a phone number on the network allowing devices to talk to each other.
Routers typically ship out of the factory with an IP address such as 192.168.1.1 or 192.168.0.1 so it has a known IP address that you can communicate with.
If the DHCP server is not responding, it sounds like the factory reset failed, or the DHCP service has been disabled. Perhaps you didn't allow sufficient time for a factory reset to take place or the router was interrupted in the middle of a factory reset.
The best option is to attempt a factory reset again to see if the DHCP server will come up. If you've factory reset three times already, that's unlikely to work.
Even if the DHCP server will not come up, you can set a static address on your laptop such as 192.168.1.3 or 192.168.0.3 with subnet mask 255.255.255.0 to attempt to ping the router on the corresponding IP higher up.
It's possible you're not comfortable with this so could ask a friend to help our return the device to the service provider as faulty if it is still under warranty.
The DHCP server should come up after a factory reset so the device is faulty if this is not the case.
If you have an old phone unlocked for the EE network, you can use the SIM in there and establish a WiFi hotspot as you wait for the faulty router to be replaced. If you check the DHCP assigned IP address using that hotspot, you'll get a better idea of how it should work with the router.

Did you push and hold the Reset Button in for more than 5 seconds, if not with a fully charged battery or with the Router switch fully push the pin in for say 10 second then wait for the Router to restart.
Which Model is this, Full model number will be on the Box, Case or on a label near the SIM holder.

Okay I set up a static IP I've got access to the IP settings and turned DHCP back on but it's asking me to set start IP adress and end IP adress what should these be set to ?

Any range on the same subnet will do. Say 192.168.1.100 to 192.168.1. 200.
