cant gift data

Hi, I need to gift data to my daughter and husband each month but it just says can't gift data at this time. This is useless as they have 1 GB and I share my data with them. Can you please fix this, its been happening for months.

Do you get the same message if you try and gift data using the my EE app and My EE account online?
