Unable to login to my account

When I try to login I get a page that says I have successfully logged out. I have tried to re-register but when I try to add a device I get the successfully logged out page.

Not able to top up

So, I just want to update my billing card and for some reason it tells me add a number, but it says that my number already has an account holder. So is it possible to just make this account associated to this number? Because I don't know on who's acc...
