I Have simillar situation, my husband and I are linked to the same account (mine) i want him to have his own app on his phone, but i don’t want to change payments. I still want to be a person Who pays for both Numbers, just want him to have his own access to his mobile number ee account, how can I do this?

Your husband can register for his own online access. During setup when linking his mobile he just needs to select that he is a user, not the bill payer, and he will be able to have access to view his number only when he logs in on his app.

But I can’t see the option to choose that he is a user, there is only a box
to tick that “I am an account holder”

The other way to do this would be to invite him as a user.
In your EE app select Profile
Go to People and Sharing
Followed by invite 
In the People screen, select the number for the plan you'd like to share from the drop-down, then click Confirm. Remember to review the permissions you're giving the end user.
