once deleted when contract ends can I sign-up with my new email etc fresh account?

Ending your contract doesn't delete your online account. You can still link any new lines, contracts and services to your existing online account. 

If you're looking to update the email address you have linked to your online account, you can easily do this by following the steps on our How Do I Edit My details page.
