As @XRaySpeX mentioned, you can gift data between pay monthly numbers on your account via the EE app; just head to Manage > Mobile & SIMs.

Just be aware that it's only your own numbers you can gift to, and if any of these plans are No Frills plans, they wouldn't be eligible.
