Early Upgrade Issues and Perk Discount

I am able to upgrade early and fine with the early upgrade fee. However, when I pick my Phone (Honor Magic v3 5g 512GB Black) over 36 months and choose the EE All Rounder Unlimited Plan (£42 no discount on the plan) then when I add my valid Local Government Perk Discount Code your App and Website say that its is not applicable with Plans that already have discounts on them...... these don't whatsoever! Is you website/app actually fit for purpose or should I look elsewhere?
I tried checking out without the code but just pressed checkout and your website threw me out. This has happened on multiple Browsers, PCs, Apps, Desktop and after clearing all Cookies, temp internet files etc..... Please advise.

It looks like that plan is discounted from £42 to £36 on that handset, hence why the code will not apply.

Yeah I thought that at first but I chose the one that didn't have the discounted already applied....

It's the same plan and must default to the discount price. It makes no sense otherwise.

Then that's really daft then isnt it, especially as all the way through the available plans they have multiple versions of the exact same plans but at difference prices..... how is that helpful to the consumer? .....
