"upgrade" to sim only. What aremy options?

I am out of contract. I can upgrade. I'm not fussed on a new device at the moment. I've been a customer for 9+ years.
I am aware I can go sim only and then upgrade to any device at any point.
What I want to know is can I go sine only and then change to another sim only. I assume higher priced only.
There is a deal on for the all rounder for £27. The full works is £48. If I go for the all rounder and on tye off chance EE offer a discount on full works for black friday. Would I be able to "upgrade" from all rounder to full works. Or is it just to a device plan only?

You may upgrade to another higher priced & bigger plan mid-term. There must be at least a month between such upgrades.
To phone EE CS: Dial Freephone +44 800 079 8586 - Option 1 for Mobile Phone & Mobile Broadband or Option 2 for Home Broadband & Home Phone

Thanks. I did assume that was the case but thought I would ask. Searching for an answer yielded different results so thought I'd just ask.
