can I switch contracts for a cheaper on or change my contract with ee for a cheaper on a loyal customer for over 10 years

You can do this, but only if you have reached the minimum term of your contract, otherwise you would first have to pay off the rest of your minimum term before changing to a cheaper contract.

I would suggest speaking to customer service, they can take a look for you and see what they can offer. I always do this when upgrading even to a lower tariff.
