I noticed on looking at my bill that it would be higher then usual,i checked out my wifes calls and saw that she had ran up a bill for over 40 pounds to an 09011 number, surely this is not right,has she been scammed??

09 nos. are Premium Rate for which you are charged 2 elements, an Access Charge from EE (73p / min) & a Service Charge (anything from 20p to £3.60 / min + up to £6 for the call) from whoever provides the service.
What made her call this no.?

Never Google for the no. of a well-known, nationwide or government organisation. Always make sure you go to the organisation's own website for their no. Scammers put up adverts faking looking like these well-known organisations & promoting themselves high in the search results. If in doubt, call Citizen's Advice.
Any reputable organisation's phone no. will start 01, 02 or 03, which will usually be included in your calls allowance,
