I am about to start the same fight with EE and I'm escalating to OFCOM.

The VAT regulations ( 1995 No. 2518, PART III , Regulation 13 ) entitle everyone to a VAT invoice (https://www.legislation.gov.uk/uksi/1995/2518/regulation/13/made) ... I would advise EE to read the law.
