No, the spend cap does not restrict any Charge to Bill.

I tried to buy something worth £49.99 didn't work then tried too add £5 and it didn't work any reason why ?

It could be a limit on PlayStation's end or another kind of limit on your EE account. It may be worth speaking to our Mobile Care team.

I've just contacted EE, PlayStation purchases are capped at £40. No more and they can't change it, load of crap considering if you want to buy a new game it's almost double

You can top up the ps store wallet in settings example

£20.00

and then 

£30.00

in two separate transactions
