I am due to upgrade in the coming weeks and have been looking at reasonable offers online. I have found a good deal on a reputable website that offers EE contracts (but is not EE) - so it would appear I would be leaving my EE contract but taking a new EE contract out via this other website - do I still need a PAC code?
I would rather stay with EE and upgrade as normal, but the cost is at least twice what the other website is offering, which is why it would be better to go with them.
Any help is much appreciated.

A PAC is for porting numbers between mobile networks, not within the same one.
If the phone you've seen is an upgrade offer, then you'll retain your number as a matter of course. If it's for a new connection, then you will get a new number as a matter of course.
If the other website offer is a new connection and you are desperate to retain your number, then you'll need to cancel your contract under 30days notice, move to PAYG and then migrate back

I would also add there is no guarantee you will be accepted for a contract via the other site.
