Agreeing to the contract when you buy means you agree for EE to increase your bill at their own discretion. In my instance, my phone bill went up almost 10% a month.

This is incorrect.
You are subject to an annual price increase based on December CPI+3.9%, imposed from March onwards.

What is the cut off for inflation rise? For example if i take a contract 1st march will it still go up with the rise or is last day of February the cut off??

Orders placed from 1 March won't be impacted by the 2024 price change.
