Moved to EE from BT as there was no choice in my area. I can not see my bill on the app or online. I have deleted and reinstalled the app, tried signing in on a different phone, used a laptop. There is clearly a server side issue. When will this be resolved? Obviously not being able to view a bill for a service is unacceptable.

Welcome to the community,
You should be able to see view my bill via the app, you can also click on manage and should see billing.
How long is it since you have been with EE and have you received an email or text saying your bill is ready?
