I have tried for two weeks to pay a past due device payment online and through the app. The payment site will not load and it says it is EE's fault and they are working to fix it. Anyone else have this problem?

Can you try our Fast Payment page, and let us know how you get on.
You can check the bill amount by texting BILL to 150

Unclear from the post if this is a Flex Pay contract or a Subsidy contract.
I don't imagine the Fast Payment tool would be able to take a device cost payment, I would imagine it to only be the Airtime, but I could be wrong.
It could definitely be used for a Subsidy plan of course.
