So let me get this right...
All Rounder and Full Works are exactly the same but Full Works includes Worldwide roaming.
So Full Works is the better option then... but at £29 costs £13 less than the inferior All Rounder which is £42. This makes no sense?
I was interested in getting a package deal with Broadband included as apparently you can save £20 on your mobile, here's the thing. The All Rounder is available but not Full Works. Seems to me EE has massively inflated the price of the All Rounder to make it appear falsely as though you're getting a great deal on the package.
Unless I'm missing something and someone can put me right - this seems like a really disappointing and misleading strategy from EE

Thanks for that helpful overview, there was no mention of the promoted price for Full Works, or of Full Works on broadband hence the eyebrow raising.
Just determining whether to stick with EE or move to iD where I can get unlimited data and the new iphone for a really good rate, read mixed things on the phone signal with iD mobile. So not sure whether or not to go with it.

No problem, I feel like they didn't maybe advertise it as strongly in terms of the savings as they could have. But maybe that was intentional as the benefits can't be cheap for them to provide.
In terms of the other network you mentioned, ID runs on the Three network and is entirely a virtual network. So no stores and a very limited amount of customer service available, as well as how good or bad Three is in your area. Always found EE to perform better for me in a wider range of areas as the EE 4G seems much stronger but everyone differs. Cities will probably be different.
With Unlimited Data for £22 and Full Works for £29, personally I am astounded at the amount of value available on EE right now, its great! They've always got a lot of stick for being expensive but these prices were unheard of a year ago on the network.
I will say however, the Full Works offer has been there for some time now and I have a suspicion it could be disappearing very very soon. The EE One (Broadband customer) deal at £28 should still be there though even if the £29 offer disappears.

As mentioned, ID is a MVNO "piggyback" provider who use the 3 network.
The best test is to try out a 3-PAYG SIM in all the locations you'll be using your phone, and test their network quality. On the whole, I would expect them to be variable - they could be great in one location, but intermittent in others. But do a basic check of the coverage maps, and back it up with a real-world test.

Is there any reason why the winter sale isn't available as an upgrade to existing users with a new phone; or are the offers only for new customers?

The £29 Full Works SIM Only promotion is available to everyone.
Device Airtime and SIM Only offers are different, this is the case with pretty much every other network as well. Different promotions exist for different devices and they usually would adjust the airtime pricing, instead of the cost of the device, to make certain plans look better and worse. (The networks don't make most of their money from the sale of the phone, it is typically made on the airtime)
HOWEVER the one exception is if you have or take EE Broadband you can use the EE One offers as either a SIM Only or Airtime, which is very good. So the £28 EE One offer could be used as the Airtime on a phone if you have EE Broadband.

I’ve recently upgraded to full works sim only @£29 and assured that full roaming now includes many different countries including turkey and china can anyone confirm this please

Zone 1 Roaming currently isn't included on ANY of EE's new plans (launched after 29th August 2024).
If you were told otherwise, then I'm afraid you were given incorrect information.
Full Works includes the EU, USA, Canada, Australia, Mexico and New Zealand through the Roam Further Pass. As originally stated, none of EE's new plans currently come with Zone 1 Roaming included.
I believe a solution is being worked on to bring the additional countries within Zone 1 to Full Works customers, but this is not guaranteed and no updates have been heard in a while.
