Hi 

I am disabled and do not have a smart phone, I access account through desk top and windows 10,  I want to be able to set home work times but it says I have to upload app onto smart phone. How do I do this on desk top?

Afraid you can't. The foolishness of EE choosing to config their routers by an app rather then the usual & sensible way by the router itself.
