I currently have VM broadband, if I order EE bundle which comes with mobile and broadband. Am I able to tell the engineer to not install EE broadband and just continue using VM but still pay for the EE bundle at the same time? Or even have the EE broadband installed but never use it and just use VM?

Yes, you could have the EE broadband installed but never use it and just use VM as long as you don't cancel your VM BB.

But why would you want to have something installed & never use it but continue to pay for it each month for 2 years? Surely you could just buy an EE mobile plan that is cheaper than this EE bundle which comes with mobile and unused broadband?

@Diddilysquat1  EE use the Openreach network to deliver broadband, whilst VM have their own lines.

Unlike Gas or Electricity which uses the same common infrastructure.

So unless you already have Openreach line, they will come alsong and install a new line in your property.

You would need to cancel your VM broadband when EE install the new broadband, unless you want to pay for both.
