I have woke up this morning and my router is flashing blue, I have done all of the usual things, like reseting and switching off, but it is still like this and when I try to go on to the WiFi on my phone its saying I need to log in to WiFi connection

What lights are showing on the OR ONT on the wall?

If it is a neighbourhood issue, you could consult BT Service Status to see if any faults are being attended to in your local area.
