Unlocked OnePlus 7 Pro 5G (GM1920) unable to use local upgrade feature

I brought an unlocked OnePlus 7 Pro 5G (Model GM1920) which has it's 5G locked to EE from eBay. I am trying to locally upgrade to Oxygen OS 11 which released yesterday and my phone cannot find the beta in my internal storage. After digging around online, I found that some variants of OnePlus devices which are from specific carriers (T-Mobile) have the local upgrade feature blocked by the carrier regardless if the phone is unlocked. Has EE implemented the same thing?

When was the phone originally purchased from EE? Is it definitely unlocked?

Thanks for the welcome :). The phone was not originally purchased at EE. I purchased a second hand from from a seller on eBay and the phone is definitely unlocked as I am currently with VOXI as my service provider.

Ah OK, when you said unlocked, I thought you meant that it was originally bought from EE by the person you bought it from, then unlocked, @VerbalNinja.

 

If it is unlocked, you should be able to use all functionality. I'm not sure of 'local upgrade' as it isn't an EE service.

I'm not quite sure, the seller seemed to be a 3rd party company recycling company e.g. musicmagpie.

The 'local upgrade' is a function within the OnePlus device where you can get a OS update as a zip file from the official website, transfer the file to the root folder of the device and the install the update locally. For some reason the update files were not being shown and I thought it could have been restricted by EE. Since you suggest that all functionality should be accessible then it might be a different issue.
