Ordered a upgrade today with ps4 bundle. Just noticed that offer runs out on 4 Nov 19 to claim ps4. What happens if phone doesn't arrive on time to claim for ps4?

Don't worry you can still claim your PS4 after 4 November.
To claim, visit claimyourgift.co.uk once your 14 day return period has ended.

Try reading the terms and conditions
To participate in this Offer you (hereinafter “you” or the “Participant”) need to purchase an Xperia™ 5, 1, 10 or L3 with a 10GB or greater pay monthly plan from EE direct sales channels which include any EE store, www.EE.co.uk or through EE telesales, on and between 1/10/19 and 4/11/19 during the Promotion Period (each a “Qualifying Device”)
You wait 14 days as that's the cooling off period, if not you could claim and then return your handset.
As long as your sale was within the claim period them you can make a claim.
