As my 24 month contract has expired, my monthly bill should reduce. After such period, the bill does not have device cost associated with it. Why is that not happening automatically?

EE has no concept of paying off the handset. You agreed to pay the same price for the full duration of the contract. There will however be a 10% discount 3 months after the end of min. term. You may always choose to upgrade your contract to a cheaper SIM-Only contract within the last 45 days of your contract term.

According to Ofcom, in 2019, EE committed to
reduce their prices for customers out of contract for more than three months. Both companies will confirm the level of this discount before the end of the year. We expect their discount to take into account the level of savings available if customers switched to a comparable SIM-only tariff.
You will want to check with the service provider whether or not this is still in effect.
It's possible your question arises after receiving a text message regarding an "end of contract" discount. You may need to chase this up via an online chat or a call to 150 if this has not been applied in the timescale which you expect.
